Monitoring and Evaluation (M&E) Director

Chemonics International, an international development consulting organization that has been operating since 1975 in more than 150 countries around the world, seeks an experienced Monitoring and Evaluation (M&E) Director for USAID’s anticipated activity in Cameroon through the U.S. President’s Malaria Initiative (PMI). This activity aims to advance the goals of PMI Cameroon and the Cameroon National Malaria Control Program (NMCP), which are to reduce deaths, reduce disease and reduce transmission to accelerate malaria elimination in Cameroon.

Chemonics is looking for a potential Monitoring and Evaluation (M&E) Director who will be responsible for overseeing all programmatic and technical aspects related to surveillance and monitoring and evaluation activities. Experience in Cameroon is highly desired and proficiency in English and French is required for this position. Qualifications for M&E Director:

·         Advanced degree in public health, medicine, or M&E related field

·         At least 7 years of experience in health service delivery, including at least five years of project management experience in malaria or other public health program

·         Demonstrated experience in surveillance and monitoring and evaluation of public health programs. Preference will be given to candidates with specific training and experience in surveillance and monitoring and evaluation of malaria programs

·         Provide technical expertise to strengthen, harmonize, and expand malaria surveillance and monitoring systems at national and sub-national levels.

·         Ensure the successful implementation of malaria case-based surveillance including case investigations, foci investigations, and response activities.

·         Work with government counterparts on data interpretation to guide decision making for strengthened epidemiological responses.

·         Ensure reliable collection, analysis, synthesis and dissemination of malaria surveillance data and maintain high quality and robust malaria database and ensure good linkages with the Sub/national HMIS

·         Conduct process, outcome, and impact level assessments/evaluations to actively harness the expertise in the areas of surveillance to maximize integration of learning from other contexts to the design of activities

·         Strong skills in data management, analysis, reporting, use and interpretation

·         Experience with GIS tools and analysis, interpretation and reporting of M&E activities.  

·         At least 5 years of experience working in Cameroon, with a strong understanding of the Cameroonian context

·         Demonstrated ability to work with multiple partners on collaborative projects. Experience with USAID and/or other donors preferred

·         Fluency in English and French required
